Smoke-blowing bylaw sucks

It appears the latest smoking bylaw was not, unlike earlier ones, well thought out. All previous new restrictions—creating smoking sections in bars and restaurants, then banning smoking indoors entirely, effectively served to save non-smokers from second-hand inhalation.
The latest set of bylaws, however, has produced the opposite effect. The new rules ban smoking from patios outside restaurants, bars and cafes, and anywhere within six meters of a doorway.
The result has been clusters of smokers congregating on sidewalks blocking the path of pedestrians and blowing smoke into their paths, where once the smoke was confined out of pedestrians’ way on the patios.
There are only two ways to go now: either backpeddle on the latest law, probably a politically impossible move, or extend the ban to the full extent of public sidewalks, also likely a politically impossible move. Such a bylaw would be seen even by non-smokers as restrictions on freedom and choice taken a step too far.
Yet, those who pushed for the increased restrictions on patios and around doorways can’t be at all satisfied to find once patio-confined smokers now blocking sidewalks in both person and in smoke. So maintaining the current law as it is would appear to be the most politically impossible move of all.
The law either remains, it increases, or it decreases, yet none of those outcomes look politically possible. Those who formulated the policy painted those who voted for it on Council right into a tight and shrinking corner.
It would be unfair to ask candidates for Mayor and Council in elections this fall which option they prefer. This is one issue where the status quo is the least pleasing to the most people, while the only choices besides the status quo all risk widespread condemnation. It’s a tricky one. Watch for all candidates from all parties to evade it as one might a cloud of smoke.
